Who Will Use It?

ComputerStakeholders and Responsibilities

The main users of a port assessment tool will be the harbour masters or port authorities of seaports. The application of the tool is primarily focused on nautical safety, but is also equally applicable to environmental protection, crisis management and port efficiency.  The tool will be applied by stakeholder panels with local expertise in these applicable fields of interest. Examples of user panels, chaired by the harbour master, are:

  • Pilots, Masters, VTS (Nautical Safety)
  • MARPOL Authority, NGOs, Port State Control, Dangerous Goods Inspectors (Environmental Protection)
  • Police, Municipality, Fire Brigade, Coastguard (Crisis Management)
  • Ship Owners, Terminal Managers, Chamber of Commerce (Port Efficiency) 

Associated British Ports have applied an adjusted version of the port assessment tool in order to execute a port assessment that meets the requirements of the Port Marine safety Code (MCA).
