Welcome to discussion area for the Scoping Guidance Tool. Here all of the New! Delta partners can add comments about the the Theme 5 Scoping Guidance Tool.  Please think about both the tool structure and tool usability.
I have just sent out an e-mail with information that allows all New Delta partners to test the Theme 5 Scoping Tool.

I would appreciate any comments that you have and if you need any help then please let me or Chris Jackson (also at ABPmer) know.

All comments that you send will be included int the final Theme 5 report.

I had a good look at the tool, trying out some aspects with a made-up case. Very userfriendly, with helpful, clear explanations and case-examples helpful; this tool has the potential to really help to structure and guide the description and further study of effects of intended developments. The proof however is as usual in the pudding: real cases & users...

We filed the assessment tool based on a pre-assessement study for a container terminal (EUROMAX) outside the Natura2000 area Voordelta.

Dear ABP MER,

I took a look at the scoping tool. And I have some comment, although I think it is already quite good.

I didn't make a report, because I don't know that much detailed information about case studies.

- I would add a link to the document (guidance to NEW Delta scoping tool) in the introduction. I really needed this document to fully understand how the scope works. I would also add the test report, this is also very clarifying.

- I would highlight the 'help' button in the floating menu.

- In the introduction I would describe (summarize) the information that is necessary to make a scoping report (port activities and Natura 2000 features)

- In the scoping report I would add a legend to the environmental change and future matrix.

- In the scoping report and at the end of the scoping tool I would at some follow up steps and important issues to take into consideration.

For example:

>doing research for the impact assessment based on the methods mentioned in the scoping report. >Taking the effects of other projects into consideration (in combination effects).

>Species are also important. (see the tools available on the website of the Dutch ministry of

Agriculture, Nature and food quality)

>Have contact with the competent authority

>Use relevant documents for the site: the designation document, management plans, other impact assessments.

>investigate mitigation measures

If the conclusion is that there is a significant effect: investigate alternatives, compensation measures and imperative reasons of overriding public interest.
